Wallaga Lake Asbestos Remediation

Assessment and remediation of contaminated land as a make safe for significant asbestos contamination around site. To be done in conjunction with asbestos removal from houses and re-instatement of materials.

Raw Earth Environmental Pty Ltd (Raw Earth) was engaged to undertake site contamination/ hazardous materials assessments and remediation works.

The following services and reports were also provided to the client.

A) Head Contractor Responsibilities

As Head Contractor, Raw Earth had the responsibility of organising contractors, clients, and community members to ensure the project is completed in a safe and timely manner. Part of the pre-works included the preparation of documents such as an Environmental Management Plan (EMP), Quality Management Plan (QMP), Traffic Management Plan (TMP), and dilapidation reports for each site. This then extended into overall supervision of all workers on site to ensure management plans were being adhered to.  

B) Pre-demolition Hazardous Materials Survey

One major part of the project's scope was to demolish an abandoned asbestos containing building, situated in the middle of the community. Before doing so, a pre-demolition hazardous materials assessment was conducted to ensure the demolition works were done in accordance with SafeWork NSW regulations.

C) Asbestos Clearances

Each house that underwent asbestos removal works or demolition required air monitoring and an asbestos clearance before handing over of the sites back to the client. These removal works were certified and deemed safe by Raw Earth as the acting Licensed Asbestos Assessor (LAA) in the form of an asbestos clearance certificate.

D) Detailed Focus Spot Investigation/Waste Classification.

The objectives of the Detailed Site Investigation were to:

• Identify contamination and extent at the site.

• Incorporate a specifically designed Sample Analysis and Quality Plan to ensure compliance and accuracy.

• Provide a single report on the contamination status of the site and provide disposal options.

E) Remediation Action Plan

The development of the Remediation Action Plan produced for the site detailed the following scope of works:

• Review all previous environmental investigations for the site.

• Establish remediation goals and criteria for the site.

• Evaluate remediation technologies and select appropriate remediation strategies.

• Provide guidance on licenses, an Environmental Management Plan, Work Health & Safety Plan and other relevant site plans required for the remedial works.

• Outline necessary site operations including excavation, stockpiling, management and disposal of soil materials, environmental controls and supply an Unexpected Finds Protocol and a Contingency Plan to manage additional identified contamination that may be discovered during remediation and validation works.

• Advise processes for the unexpected finds of suspicious materials and an Unexpected Finds Protocol.

• Address recommendations made in previous environmental investigations and outline additional investigations which may need to be undertaken for the site, including data gap closure.

• Establish a sampling, analysis and quality control plan for remediation and validation works.
