Schofields Encapsulation Cell Design & Construction

Description and value of services provided by the consultant

Raw Earth Environmental was awarded the contract to manage the design and construction of an encapsulation cell for the containment of contaminated waste at a site in Schofields, NSW, for a private client.

This complex project involved assessing 13,000m³ of contaminated soil, with classification determining how the soil was excavated and stockpiled. After exploring multiple remediation options through a detailed cost analysis, Raw Earth provided the client with multiple site remediation options. Encapsulation and on-site containment of the contaminated soil were chosen. A NSW EPA Site Auditor was also appointed to the project.

  • Comprehensive environmental assessments, including sampling, classification, and reporting for submission to the Site Auditor.
  • Geotechnical engineering assessments and reporting for encapsulation cell construction.
  • Subsurface drilling to inform site remediation efforts.

  • OH&S management across the site.
  • Liaison with Blacktown City Council and the NSW EPA.
  • Structural engineering services for cell design.
  • Excavation and on-site management of contaminated soils.
  • Asbestos-contaminated soil excavation.
  • Offsite disposal of contaminated materials when required.
  • Site compound setup, including offices and amenities.
  • Provision of all consumables and materials for encapsulation cell construction.

Specific Challenges

This project posed several unique challenges, including the classification and handling of 13,000m³ of contaminated soil. This required careful coordination between environmental and geotechnical assessments to meet regulatory standards. Effective communication with stakeholders such as the NSW EPA, Blacktown City Council, and various contractors was essential to ensure compliance and keep the project on schedule. The construction of multiple encapsulation cells within a restricted site footprint required precise planning to prevent cross-contamination and protect the surrounding environment. The presence of asbestos in the soil added further complexity, necessitating rigorous monitoring and strict adherence to OH&S regulations to safeguard workers and the local community.
