Albion Park Bypass Extension

Raw Earth Environmental Pty Ltd (Raw Earth) were engaged to conduct a Detailed Site Investigation (DSI), at the proposed Tripoli Way, Bypass extension in Albion Park NSW 2527 (the site).

The site covered an approximate area of 27.65 ha and was occupied by rural land, medium density residential dwellings, public open space, and road corridors.

The Report was prepared to support a Development Application and for the purpose of enabling the council to meet its obligations under the Contaminated Land Management Act 1997 (CLM Act), for the assessment and management of contaminated land.

Description and value of services provided by the consultant

Raw Earth implemented a Detailed Site Investigation including collecting soil samples from boreholes and test pits across the Areas of Environmental Concern (AEC). A number of soil samples were analysed for contaminants of potential concern (CoPC) including Total Recoverable Hydrocarbons (TRH), Benzene, Toluene, Ethylbenzene, Xylene and Naphthalene (BTEXN), Polycyclic Aromatic Hydrocarbons (PAH), Phenols, Organochlorine/ Organophosphorus Pesticides (OCP/OPPs), metals, Polychlorinated Biphenyls (PCBs), asbestos and presence/absence of coal tar. The analytical results indicated two (2) soil samples exceeded the applicable guideline criteria for Total Recoverable Hydrocarbons (TRH) and Polycyclic Aromatic Hydrocarbons (PAH).

A Remediation Action Plan (RAP) will be developed for the site detailing the objectives and processes for remediating contaminated soils in accordance with relevant Australian standards and guidelines.  The RAP will set objectives for the remediation strategy and the recommended clean-up criteria in order for the site to be made suitable for its intended land-use.

Specific challenges related to the services and actions taken by the consultant to deal with them.

The site covers a number of different land use settings, including medium-density residential dwellings, roadways and rural agricultural land.

The investigations along the road ways required traffic management to be subcontracted to assist in the safe diverging around work areas.

Furthermore, the site intersected a number of privately owned homes so maintaining stakeholder communications was key in a successful soil investigation. Based on the sensitive nature of the residents, soil investigations were undertaken in stages.
